Born in 1959, Dugan was first elected to the Milwaukee County Circuit Court in 2016 and re-elected for a second term in 2022. She handles misdemeanor cases and has a strong history in social justice, including work with the Legal Aid Society, focusing on various legal issues faced by low-income clients. Dugan also led initiatives addressing domestic violence and elder law and served as executive director for Catholic Charities of the Archdiocese of Milwaukee, which supports refugee resettlement.
Dugan expressed her commitment to justice in a 2016 interview, highlighting the importance of the rule of law in addressing social issues. After her arrest, she appeared before a federal magistrate and was released, with a hearing scheduled for May 15.
