Kansas Legislature Abandons Child Reading Program After Less Than One Year


TOPEKA — The 2025 Kansas Legislature’s decision to not increase funding to the Blueprint for Literacy initiative after allocating $10 million the previous year will not deter efforts to retrain all elementary school teachers and transform the instruction of future educators, according to Cynthia Lane, director of the program. While the program faced setbacks in the latest legislative session, Lane expressed determination to continue working towards improving literacy skills for 3rd through 8th-grade students.

The bipartisan effort initiated in 2024 aimed to enhance literacy skills for Kansas students and received significant support. Despite the recent budget cut to the program, Lane is adamant that the Blueprint for Literacy will persevere. Funds from the original allocation will be utilized to provide teacher training and support college students entering the field of education.

Although faced with challenges, Lane remains committed to the program’s mission of bridging the literacy gap for Kansas students. With upcoming legislative sessions, advocates hope to highlight the positive impact of the Blueprint for Literacy on teachers and students alike.
