Kansas Senate trims legislative budget and returns it to House


The Kansas Senate has approved a modified state budget and sent it back to the House for further discussion. The budget bill, Senate Sub for Sub for House Bill 2007, includes funding for tax credits, projects, and cost-cutting measures such as eliminating continuous Medicaid eligibility and reducing spending on diversity, equity, and inclusion programs. The $25 billion spending plan includes more than $10.5 billion from the State General Fund. Despite attempts by Democratic Senators to secure more funding for special education, their amendments were voted down. Senate Minority Leader Dinah Sykes criticized the shortfall in special education funding, calling it a “disgrace.” The House had proposed a $10 million enhancement to special education, but the Senate dropped it back to the original $601 million allocation. The Governor’s proposed budget, which included Medicaid expansion and full funding for special education, had limited influence over the Republican-controlled Legislature. Both chambers must agree on a final budget plan before it can become law.
