Kansas Senate and House agree to limit governor’s power in appointing political vacancies


The Kansas Legislature approved a bill on Monday giving lawmakers greater control over filling vacancies for U.S. Senate, state treasurer, and state insurance commissioner. The bill, Senate Bill 105, was developed due to concerns over potential vacancies left by Republican officials. The legislation establishes a 12-member joint legislative committee to review and nominate candidates to fill these vacancies. Only members of the Legislature will be eligible to nominate candidates, with strict criteria in place for eligibility. The bill garnered a two-thirds majority in both the House and Senate, making it veto-proof. The final version of the bill removed numerous amendments added by the House during negotiations. If the Legislature is not in session, the nominating committee will be responsible for forwarding three finalists to the governor for appointment within three days. The bill has been sent to Gov. Laura Kelly, who could be overridden by the two-thirds majority vote if she chooses to veto it.
