A special committee of the Kansas House has begun investigating formal complaints filed by two lawmakers against each other in a rare display of political conflict within state politics. Republican Rep. Leah Howell accused Democratic Rep. Ford Carr of engaging in violent rhetoric, intimidating behavior, and derogatory language that she believes is unbecoming of a state legislator. In response, Carr claims that GOP leadership is attempting to silence his voice as a Black lawmaker and suppress legislation that benefits minority groups.
The committee heard evidence from both sides, including documents detailing contentious interactions between Carr and his colleagues. Carr’s response included accusations of racism within the legislature and a confrontation with another lawmaker in a bar fight.
The investigative committee, deadlocked on Carr’s complaint against another House member, is now tasked with examining Howell’s complaint and determining the appropriate course of action. The full House will ultimately have the final say in disciplining its members, as outlined by the Kansas Constitution. The committee will continue to review the evidence and make recommendations for potential disciplinary measures.
