A second federal judge is leaning towards blocking the Trump administration’s funding freeze on grant and loan programs, despite the rescinding of a controversial memo by the Office of Management and Budget just before a hearing. Chief Judge John J. McConnell Jr. wants suggestions from Democratic attorneys general on how to word the possible order before making a decision. McConnell was convinced by the state attorneys general that the Trump administration might still proceed with the funding halt detailed in the revoked memo. Another judge had already issued a stay on the freeze, causing confusion and frustration among organizations relying on federal funding. Leavitt’s comments after the rescinding of the memo led to further confusion. Moreover, OMB’s decision to rescind the memo was praised by Senate Appropriations Committee members. The White House assured that key programs like Social Security and Medicaid would not be affected by the freeze. Multiple lawsuits were filed to block the funding pause, resulting in temporary holds and court hearings. The situation remains unresolved as judges deliberate on the issue.
