A bill exempting off-road vehicles, boats, and trailers from personal property taxes in Kansas was introduced by Saline County Appraiser Sean Robertson. The legislation aims to address inconsistencies in property tax applications and unfairness in taxation, as highlighted by Robertson’s examples involving trailer usage. The Senate Assessment and Taxation Committee gathered testimony on the bill, which would reduce state and local tax revenue by adding the exemptions. If enacted, the bill would apply to the 2026 tax year, reducing general state property tax revenue by $190,000 and K-12 public school property taxes by $2.5 million annually.
The committee is considering amendments to the bill, including the possibility of exempting personal-use aircraft from property taxes. Some lawmakers are concerned about prioritizing tax exemptions for recreational property over providing residential property tax relief. Supporters of the bill argue that reducing property taxes on certain items could help lower-income Kansans, while opponents believe it benefits only those who can afford luxury or recreational items. Various groups, including the Kansas Military Officers Association, are advocating for additional exemptions for mobility devices to assist veterans with medical conditions.
