Questions have been raised about the legality and ethics of using these funds for personal expenses and whether the organizations are operating in good faith. Lucas defended the spending as necessary for promoting the city and attracting investments, but critics argue that using private funds to cover official expenses can create conflicts of interest and undermine accountability.
