Kansas Senate mulls proposal to cap taxable property values through constitutional amendment


TOPEKA — Topeka resident Lanell Griffith, along with other grassroots activists, urged senators to support a proposed constitutional amendment that would cap annual increases in appraised property values to prevent higher tax bills. Griffith highlighted the need for transparency and the impact of unlimited property value increases on citizens. The proposed resolution would cap increases at 3% and includes exceptions for certain situations.

The amendment, co-sponsored by Senate Republicans, aims to provide property tax relief, a top priority for constituents. While some groups, including the teachers union, oppose the amendment due to concerns about public school funding, supporters like Sen. Mike Thompson emphasized the importance of property tax relief.

The Kansas Farm Bureau also expressed reservations about the amendment, preferring a reduction in the statewide mill levy. Lobbyists cautioned against arbitrary tax limitations and the potential for tax burdens to shift away from residential properties onto other classifications. The proposed amendment would need approval from both the Senate and House before being placed on the 2025 ballot for voter consideration.
