Gov. Laura Kelly has proposed a state budget that includes a 2.5% pay raise for state employees, expands Medicaid eligibility for 150,000 lower-income Kansans, and fully funds K-12 public education. The budget also features additional funding for water resource programs, child-care capacity expansion, and infrastructure projects at public universities and community colleges. Kelly’s budget director, Adam Proffitt, highlighted the focus on high-impact policy areas and emphasized the need for sustainability and fiscal stability.

The budget would also cover the cost of breakfast and lunch for low-income students, waive Advanced Placement exam fees for low-income students, and aim to bring Kansas into compliance with special education funding requirements. The proposal also includes a plan for a 10-year water initiative program and Medicaid expansion, which would provide the state with additional federal funding.

The governor’s balanced budget aims to provide essential services to Kansans while maintaining fiscal responsibility. The proposal now awaits consideration by the Legislature, where it faces uncertainty due to a separate budget plan introduced by the Republican-led House and Senate.
