Kansas City, Missouri Police Department Officer Jason Q. Moran has resigned after pleading guilty to harassment and misdemeanor assault charges stemming from an incident in December 2023. Moran, 48, admitted to second-degree harassment and fourth-degree assault in Jackson County court and was placed on probation for one year. Among the special conditions of his plea were resigning from the force, surrendering his police certification, and having no contact with the victims involved.
The incident occurred when three individuals flagged down a police officer to report being followed by a driver in a black truck traveling well below the speed limit. After the victims drove around the truck, the driver allegedly pursued them, threatened them with a gun, and struck one of them with the vehicle. Moran, who was off-duty and not in uniform at the time, admitted to following the victims into an apartment complex and later confronting them with a firearm.
Despite Moran’s resignation, the investigation of suspected drunk driving charges was hindered by a delay, leading prosecutors to lack sufficient evidence for prosecution. The victims reported that Moran was intoxicated during the incident, used racial slurs, and displayed aggressive behavior. Video footage from the scene captured Moran’s vehicle hitting one of the victims.
Moran’s guilty plea and subsequent resignation mark the end of his career with the Kansas City Police Department. His actions have raised concerns about accountability and the treatment of citizens by law enforcement officers, particularly in off-duty situations.
